With the “Arrábida Sem Carros e em Segurança 2022” program, a set of measures is adopted to prevent and minimize the risks related to acting in emergency and rescue situations and to improve the environmental and safety conditions of the beaches, among which are finds the daily ban on the circulation of cars, in both directions of traffic, from 07h00 and 20h00, between the car parks of the beaches of Figueirinha and Creiro, from 10 June to 18 September.
The new public road transport service that will start in the municipality on June 1, with the entry into operation of Carris Metropolitana, and the use of the Navegante pass to access the beaches ensure greater frequency, comfort and quality in access to bathing areas, more controlled and uniform costs.
In this bathing season there is already a notable increase in the supply of buses compared to previous years and the routes ensure developments in case of need.
The public road transport service defined for the beaches of the municipality is provided by a completely new and electric fleet of buses, that is, with zero emissions of gases into the atmosphere, accounting for a total of 18.506 circulations during the bathing season.
One of the routes that transport passengers to the beaches of Setúbal, 4423 Praia do Creiro – Setúbal (ITS – Setúbal Transport Interface), has a regular frequency of every 30 minutes, with a booster that allows a frequency of 30 in 15 minutes in the morning, between 15:07 and 00:09, and in the afternoon, between 30:17 and 00:19.
This route, with stops, among others, at 5 de Outubro and Luísa Todi avenues, Albarquel, Comenda, Secil and Figueirinha and Galapinhos beaches, also has a complementary variant at 12:00, 15:00 and 17:00, which round trip between Figueirinha and ITS.
Route 4424, which connects Praia da Figueirinha to Avenida Antero de Quental, in the Alegro Shopping Centre, runs every 30 minutes, with the first bus leaving Setúbal at 30:09 am and the last one from Figueirinha at 20:19 pm. .
This line has a route that includes stops, for example, at Parque Urbano da Várzea, Avenida de Moçambique, Saboaria, Parque Urbano de Albarquel, Comenda and Secil.
In the case of the 4425 Praia de Albarquel – Circular route, buses run every 20 minutes, with the reinforcement of a second circulation every hour, between 20:09 am and 00:19 pm.
With a timetable between 09:00 am and 20:30 pm, this line has stops at Luísa Todi and José Mourinho avenues and at Albarquel Urban Park.
As for the 4426 Brejos de Azeitão – Praia do Creiro route, given the low demand recorded in previous years, the service provided in 2021 is maintained, with the possibility of readjustment if demand justifies it.
There are two daily departures from Rua José Afonso, Lote 4, at 08:30 am and 13:30 pm, and two departures from Creiro at 13:30 pm and 19:30 pm.
This line has several stops in Brejos de Azeitão and Vila Nogueira, Aldeia Rica, Oleiros, Aldeia de Irmãos, Alambre and Casais da Serra.
With a frequency of every 30 minutes, from 30:08 am to 30:19 pm, the 30 Praias Arrábida – Circular route provides connections between Outão and the beaches of Figueirinha, Galapinhos and Creiro.
With regard to car traffic, from 07:00 to 19:00, the section leading to Portinho da Arrábida, from the access crossing, is also prohibited.
Road traffic is also prohibited on the access to Praia de Albarquel between 07:00 and 20:00.
Circulation on sections with traffic restrictions is authorized for two-wheel vehicles, scooters, vehicles with a resident's badge, regular public transport, taxis and the like, authorities and emergency vehicles.
There is also the case of residents, merchants and concessionaires, who can request access cards by request made available on the municipality's website or by email. beaches@mun-setubal.pt.
The plan also promotes the implementation of an effective and reliable public transport service for travel between the city and the beaches, with the aim of promoting the safeguarding of the natural assets and biodiversity of the Arrábida Natural Park, with positive impacts on the way to carbon neutrality.
The mobility strategy for the beaches of the municipality is in line with the PLAAC – Arrábida Project (Local Plans for Adaptation to Climate Change), with the conditioning of private car access and the prioritization of access to beaches via public transport is an important measure of adaptation to climate change.
The Passe Navegante can be used on all public transport routes to the beaches of the municipality, and it is also possible to purchase on-board tickets and the Zapping recharging service, with lower fares, the values of which are still being assessed. by TLM – Transportes Metropolitanos de Lisboa, and greater ease of acquisition and use.
The Zapping tariff consists of a pre-paid ticket that can be used for any travels in occasional public transport in the Lisbon Metropolitan Area, by charging VIVA cards.
This card, which can be purchased and loaded at points of sale and vending machines, has an associated cost of 0,50 euros and is valid for one year from the date of purchase.
The Municipality of Setúbal warns that the bet on the use of public transport is only possible with the discipline of road circulation in individual transport and, in particular, parking on the side of the road.
To reinforce the need to combat abusive parking, the municipality establishes the increase in road signs, namely the prohibition of parking, and formalizes and organizes parking spaces for two-wheeled vehicles and double wheels.
With regard to car parks, the existing bag at Praia da Figueirinha is available, with a capacity for 240 spaces, charged from 1 June to 30 September at a variable cost, depending on the day of the week and the season – low June 1st to 30th and September 1st to 30th and high from July 1st to August 31st.
As for Parque do Creiro, managed in collaboration between the municipality and the Associação da Baía de Setúbal, a daily occupancy rate of four euros applies, the same value as last year, established by the Institute for the Conservation of Nature and Forests. .
As for the car parking in Portinho da Arrábida, there is local regulation with exclusive parking for residents and operators of permanent economic activities.
The Secil car park is closed during the current bathing season.
To help holidaymakers, a computer application is available that allows them to have prior knowledge, in real time, of the number of spaces available in each park, information that will also be included in centralized electronic panels for parking management, located at the intersections of Gávea, Portinho da Arrábida and Avenida Luísa Todi.
The “Municipal Strategy for a Safe and Sustainable Mobility for All in the Bathing Areas of Setúbal – Bathing Season 2022” also includes actions to promote soft modes in accessing the beaches, with the availability of shared scooters and bicycles for Albarquel, Figueirinha and Portinho da Arrábida
An alternative transport solution for accessing the beaches by TUK-TUK will also be available, subject to the granting of operating licenses.
